Durante la reggenza delMotti entrò in vigore il Regolamento dello Stato sui Manicomi edAlienati del 1905, per lapplicazione della legge 14 febbraio 1904,N. 36; per cui occorse riformare lufficio direttivo, per adattarlo ainuovi bisogni voluti dalla legge stessa; mutamenti che, per lattivitàe sagacia del Reggente Direttore, vennero in breve tempo comple-tamenti attuati, e ratificati poscia con un nuovo regolamento orga-nico, che andò in vigore nel 1906. Furono anche in quel tempoiniziate le pratiche per lacquisto di nuovi terreni, per ampliare lacolonia agricola, e per la costruzione di nuovi padiglioni; praticheche per ragioni economiche non potettero allora essere espletate. H 114 Il Motti rimase in carica fino allespletamento del pubblico con-corso, che portò alla Direzione dellIstituto il Prof. Onofrio Fragnito,nominato dalla Commissione Amministrativa, con deliberazione del7 agosto 1907.
