English: I believe this form is of Kshitigarbha because of the staff (shakujō) - It's a translation of Jizo. The shrine was unidentified and found by getting lost, I only have the google street view link I can give http://goo.gl/lmrA17 - most likely it is Zendō-ji (
善導寺 (長野市稲里町)
) temple in Inasato-machi, Nagano city.
