Jay C. Allen (1868-?) was born in Kentucky. He studied law and moved to Seattle in 1889. He was appointed to the position of deputy sheriff of King County under John H. McGraw. In 1890, he was admitted to the Bar and practiced law with his father in the firm of Allen & Powell. John Powell, a partner in the firm, retired and the firm became Allen & Allen.
