En Israël, on trouve des kiosques de loterie à tous les coins de rue, bien que la religion juive interdise les jeux de hasard. Les jeux d'argent et les paris sont considérés par le Talmud comme une forme de vol (Sanhedrin 24b). Les joueurs professionnels ne sont pas acceptés comme témoins devant un tribunal. Le jeu de la toupie, lors de la fête de Hanoucca constitue la seule exception tolérée à cette régle. Un juif pratiquant ne devrait pas jouer aux jeux d'argent, toutefois des milliers de juifs religieux achètent chaque semaine des billets de loterie et les rabbins ferment les yeux.
