English: SAN DIEGO (Aug. 5, 2016) Vice Adm. Tom Rowden, commander, Naval Surface Forces, congratulates Rear Adm. Jim Kilby, left, and his relief, Rear Adm. John Wade, right, following their change of command ceremony at Naval Surface and Mine Warfighting Development Center (SMWDC). Wade is SMWDC's second commander. SMWDC was formally established June 9, 2015 at Naval Base San Diego and is responsible for increasing the tactical proficiency of the Navy's surface warfare community through the creation of warfare doctrine, underway assessment exercises and Warfare Tactics Instructors.
