Este edificio fue diseñado por el arquitecto Harry Weese e inaugurado en 1975, cuatro años después de haberse iniciado la construcción. La azotea se diseñó para funcionar como patio de ejercicios al aire libre, permitiendo a los reclusos tener una vista panorámica de la ciudad; lo que también ocurre desde cada celda.
