Payne Williams WIS – TV Columbia, SC South Carolina Monument Group 7-24-61 Memos for the Files Mr. May and Payne Williams member of the South Carolina Monument delegation, were shown today the locations of South Carolina Troops on the A. P. Hill (Perrin) and Longstreet (Kershaw) battle lines. They also looked at boulders at Devil’s Den for sharpshooter monument location. The party said that the Kershaw position (300 yards south of the Longstreet ave Tower) was the most suitable but they would like to have the monument placed on the east side of the avenue. When the need of land acquisition was mentioned, they examined a possible monument site on the Rose Garden Cabins Parcel, near the northern boundary thereof and about 30 yards east of the stone wall adjacent to W. Confederate Ave. A second choice would be in the woods, on government owned land just north of the site noted above. I tried to discourage monumentation on any boulder at Devils Den. F. Tilberg [In Margin] The party said they hoped to acquire all, or part of the Rose Garden property with state funds and build the monument with funds obtained from other sources. They would like to have and estimate of the property value.
