1999年（平成11年）6月29日の6.29豪雨災害及び2003年（平成15年）7月19日の平成15年梅雨前線豪雨を受けて実施された御笠川河川激甚災害対策特別緊急事業等の完成を記念して御笠川改修事業促進協議会によって2008年（平成20年）5月に建立された記念碑。当該事業は平成11年度に着手され、平成19年度に完成した。
