In order to win peace and democracy and to expand the people’s forces, the Party adopted the strategic principle of “expanding its positions in the north and defending its positions in the south.” To this end, the defenses of the revolutionary base areas in North and Central China were reinforced, while a large number of cadres and troops were sent to the Northeast to establish new base areas. | ||||
