Description
English: PEARL HARBOR-HICKAM, Hawaii (June 5, 2015) Commander Navy Region Hawaii Rear Adm. Richard L. Williams presents a Meritorious Service Medal to Cmdr. Thomas J. Lyons, III, June 5 at Region Headquarters Building 150, Joint Base Pearl Harbor-Hickam. The award is for “outstanding meritorious service while serving as Assistant Regional Engineer, Navy Region Hawaii from May 2013 – June 2015. Commander Lyons impressively managed a very talented team of professionals to define customer requirements, obtain scarce resources, and execute mission priorities with great effectiveness resulting in unmatched program support to Navy Region Hawaii and Pacific Fleet. Personally responsible for more than 80 percent of all Navy Region Hawaii funding, he masterfully executed the Region’s facilities, base operating support, and environmental budgets totaling $412 million if Fiscal Year 2014 and $252 million in Fiscal Year 2015. He strategically targeted energy savings through the creation of Program Objective Memorandum 16, 17 and 18 energy special projects over a compressed timeframe to maintain pace with Secretary of the Navy energy initiatives, resulting in a 5 percent energy intensity reduction and a 6 percent water consumption reduction, saving the Region $9 million in utility costs in just two years.
