This building houses the Office of the Director among other administrative offices. President Franklin Roosevelt dedicated the National Institutes of Health in 1940 at the top of the stairs leading to the entrance. This was the first building constructed for the newly formed National Institutes of Health. Building 1 was later named in honor of James A. Shannon, director of NIH 1955-1968.
