Description STATEN ISLAND, New York — New York City Mayor Michael Bloomberg speaks at the July 15, 2002 ceremonial closing of the Fresh Kills Landfill on Staten Island, where debris from the World Trade Center site was taken and sorted. The landfill operation was led by the U.S. Army Corps of Engineers, but was a joint effort with many local, federal and state partners. The late Col. John B. O'Dowd, New York District commander at the time of the 9/11 attacks, can be seen seated in his U.S. Army uniform with the beret. (U.S. Army Corps of Engineers file photo)
