Description Not a G'Gugvuntt nor a Vl'hurg, but a baby Issus coleoptratus planthopper. My garden is home to many of these wonderful insects. The "jet pack" is a bundle of waxy strands produced by the nymph maybe as a protective mechanism of some sort, or maybe just to look cool.
