Perhaps if the wall was below a certain height above the pavement, the railings were allowed to remain and were not requisitioned during the war, so that at the point where the railings begin, the wall was of that height?

In the UK many iron railings were removed for scrap in the Second World War. It is not clear why in front of Hillsborough Barracks part of the railing was removed but part was left in place. |
