Maryland was the seventh State to make special provisions for theprofessional training of teachers by the establishment of a NormalSchool. By an act of the General Assembly of Maryland of 1865, theMaryland State Normal School was founded. The school was locatedin the city of Baltimore, and opened for the reception of studentsJanuary loth, 1866, under the principalship of the late Professor M.A. Newell. For nearly forty-one years the school has been in actual opera-tion; for thirty-six years it was the only Normal School in Mary-land. AN educational CENTER. Baltimore is the recognized educational center of the South. Stud-ent residence among students is a fundamental condition of liberaleducation. Besides this, students of the Maryland State NormalSchool have opportunities of hearing the most celebrated lecturers

The recognized function of this school is to train teachers for thepublic schools of the State. Teacher-training schools are in theoryto be sharply distinguished from information-furnishing schools.In practice the distribution cannot be quite so sharp, though it cannever be overlooked without disastrous consequences. SCHOOL ARTICULATION. Former Tnited States Commissioner of Education, W. T. Harris,holds that the eight grades of the elementary school should performthe definite work of burnishing the instruments of intelligence—thisis the childs memory period. The ^cceeding four grades of theHigh School while adding to the stock of information should alsoappeal to and train the reasoning powers.
