As a school building lasts for more than fiveyears, it would be unfair to draw definite conclusions from the com-puted average, as some of the counties expending less than the Stateaverage for the five years considered may have been expending alarger proportion of the school funds for this purpose during the pre-ceding years. Capital Outlay in the United States for 1915-1916 amounted to16.15 per cent, and for 1914-1915 it was 16.97 per cent. Marylandtherefore for the five year period expended for Capital Outlay lessthan one-half of the proportionate amount expended in the UnitedStates. The large amount expended in the United States may be dueto new buildings in new territory. Considering the matter from everyangle, however, one would seem to be safe in concluding that Marylandas a whole is not expending enough for school property. MANY TEACHERS USE A SAND TABLE IN THE PRIMARY GRADES. APPROVED SUMMER SCHOOLS The State Board of Education conducted summer schools forwhite elementary teachers at the Maryland State Normal School atTowson, at the Frostburg State Normal School, and at Ocean City. Asummer school for colored teachers was conducted at Bowie. An efifort was made to reduce to the minimum the cost of attend-ance at these schools, so that the entire expense would not greatly ex-ceed the twenty-five dollars allowed by the county board of educationto each teacher who must attend a six weeks summer school for therenewal of her certificate. The enrollment in them was as follows: Towson 166 Frostburg 139 Ocean City 57 Bowie 94 Extended reports on these summer schools are published else-where in this volume. In addition, four other approved summer schools for white teach-ers were conducted within the State.
