Translated Russian text: "According to the U.S. Department of Defense, in September 1997, a Russian submarine with guided missiles for nearly two weeks was located about 100 miles off the coast of Washington. For several days she was undetected, remaining unidentified, dodging American patrol ships and aircraft. According to (the Soviet press agency) ITAR-TASS, US Secretary of Defense William Cohen said that the Russian nuclear submarine, which was located in the North Pacific at the end of September, did not pose any threat to American aircraft carrier formations. When asked whether the minister intends to discuss this topic in contacts with Russian officials, Cohen replied that he did not intend to.
“They were in international waters,” he noted, “and since they did not pose any threat to our ships, I need not raise this issue.” The representative of the US State Department said that no protests against the actions of the Russian submarine were sent to Moscow."
