Royaliste, ami de Pichegru, il est acquitté lors du procès de Pichegru, mais condamné lors du procès de Moreau, il restera 11 ans en prison. Il est né le 16 août 1772 à Besançon, décédé le 10 juillet 1838 à Paris 1er ancien. Il est fils de Léonard Couchery, (1737-1804), marchand et de Claude-Françoise Carisey. Il est le petit-fils de Léonard Couchery et de Philippe Nicole. Il est le petit-fils de Claude Carisey de Baume-les-Dames. Il est le frère du député Jean-Baptiste-Claude-François Couchery (1768-1814). Il épouse Jeanne-Charlotte Pougny le 10 mai 1824 à Paris. Ne pas confondre Jean-Victor Couchery avec son cousin germain le sculpteur Victor Couchery, lequel est le fils de Jacques-Antoine Couchery et Françoise Laudel, le portrait par Jean-Baptiste Gautier représente Jean-Victor Couchery.
Elle est la mère de Janny Pougny (La Gazette des Tribunaux page 3) née le 12 nivôse an 3 à Paris, décédée le 6 novembre 1881 à Paris 7e, (vue 11/13, acte n° 2069), laquelle épouse Charles-Pierre Pougny le 28 janvier 1836 à Paris. De cette union Charles-Victor Pougny né le 29 janvier 1838 à Paris, décédé le 27 avril 1914 à Paris, il épouse Marie-Thérèse-Henriette-Elisabeth Bertrand, (1847-1930) le 24 novembre 1874 à Paris 16e, (vue 15/30, acte n° 394).
