Description South Carolina Army National Guard Staff Sgt. Jesse Mullinax and Spc. Harold Robison, from the 228th Signal Brigade out of Spartanburg, South Carolina, set up the Joint Incident Site Command Center (JISCC) package to support the Horry County Emergency Operations Center (EOC) with a back-up communications system. The 228th Signal Brigade is available to respond in case the JISCC loses network connectivity and communications due to effects of Tropical Storm Florence, which will allow the EOC to continue to respond to the needs of the community.
