A search of the govt. copyright site tells me copyright for the pre-1964 issues of The San Mateo Times was not renewed which means all their pre-1964 publications are now public domain. A search of "The Times, San Mateo" returned 14 entries, none of which are pre-1964. I also searched for a few variants such as "The San Mateo Times", "The Times of San Mateo," "Times, San Mateo," "The Times, San Mateo" and so on. No entries. All these are news items published in that paper.
