Based on the 1912 Baist map, this has to be from Seventh Avenue looking roughly south. Obviously there must have been a break in Jefferson at 7th, since to the right (west) there is far too much of a drop for a continuous street.

According to https://www.hydroworld.com/articles/hr/print/volume-29/issue-8/articles/snoqualmie-falls-plant-no-2-restoring-a-renewable-resource.html, Seattle-Tacoma Power Co. was founded in 1905; by 1910 (2 years before this photo was taken) it had come under the control of Stone & Webster.
