In bad weather Oakland and San Jose's winds reverse and the planes descend from northwest and take off to the southeast. Normally the reverse is true. So the places like this, the strip-park along the shoreline road north of the industrial park on the northwest boundary of Oakland International, become plausable spotting locations. Were you can usually take a marginal picture at takeoff, or at the end of a landing rollout, are suddenly great places for descents, and the places where a gentle glideslope makes for plenty of opportunity are either mostly useless since the planes are taking off or completely useless because you can't get close enough to see the runway or anything but a tiny airplane, high in the sky!
