Description

There is a group on flickr titled 'Oceania - The Happy Isles'. Would that it were true. This shot offers a small window on to the reality that the happy tourists who have a great experience at their resorts, rarely notice.

But here it is - right on the main street of Port Vila. The stacked fronds indicate that this site is tabu. The site is a proposed shopping mall, but there is a dispute as to which clan is actually the customary owner of the property. Until these fronds are removed nothing will happen, and to remove the fronds without an agreement between the clans is an act of war and the unleashing of bad magic. The Australian yacht in the background is not just offshore, but off-planet.

Locals say that there is a good chance that this dispute will not be settled without fights, riots and maybe deaths. Underneath all this there is the potential for Vanuatu to blow up like the Solomons have. In the end there will be reconciliation and the symbolic killing and offering of pigs, but that can sometimes be decades away.

There are very serious questions in these tiny Pacific nations, and it is not easy to know how best to help. Port Vila is an uneasy bridge between the rest of the country - 80% of whose people live primarily traditional and customary lives -and the global economy and society.
