The .v-ray interpretation of thetarsus is difficult. There is a fairly welldeveloped os calcis and astragalus andthree other centers of ossification, oneof which is apparently a normal cuboid.The tarsal development of the right andleft foot is alike. Legs.—The upper leg. hip, thigh, andso forth, are normal. The lower legs are 436 Communication from the Council of National Defense very short. There is complete absence ofeach tibia. The fibula is present but itsarticulation is faulty at both ends. Itarticulates neither with the femur nor theastragalus. On both sides there is a distal epiphysis.
