Laws of 1890, it is pro-vided that the Secretary of War shall fix the time duringwhich the draws shall be opened, but that -said draw s shallnot l>e opened except for vessels propelled by steam, with orwithout vessels in tow; nor shall they he required to heopened at any times other than between ten oclock in theforenoon and five oclock in the afternoon. Experience hasshown that the draws should not he opened between five a. m.and eight p. m., and that all steam tugs should he compelledto adopt devices to enable them to pass tinder the fixed drawsat all stauvs of the tide. With the completion of the new bridges having a clearspace of 24 feet above high water, and the enforcement of theU. S. Law of 1890, and of the ordinance of the Department ofPublic Parks of November 30, 1892, many of the disadvantagesassociated with a territory separated by a navigable stream
