Description I went again out looking for Christmas lights (obviously a doomed process this year), but liked this one better. Governor McCall created the nation's first bottle bill, cleaned up the Willamette River (in the background), assured public ownership of all state beaches, and instituted state-wide land use planning and urban growth boundaries - all in the years 1967-1975. Oregon has been "green" ever since!
