Description Contractors for the U.S. Army Corps of Engineers Sacramento District build a seepage cutoff wall in a levee underneath the Howe Avenue bridge in Sacramento, California, Dec. 8, 2014. To build in such a tight space, workers use a jet grouting method - drilling into the levee and injecting special cement mixtures in overlapping columns. The Sacramento District built more than 20 miles of seepage cutoff walls into American River levees between 2000 and 2002, but set aside work around complicated encroachments until now.
