    • Carlo Otte (1908 – unkown), German Nazi administrator chairing the economy section of Reichskommissariat Norwegen, and Josef Terboven's adviser on economical issues
    • Hans-Hendrik Neumann (1910–1994), German SS leader and manager, temporarily adjutant to SD leader Reinhard Heydrich and head of the NSDAP-Einsatzstab in Norway during WW2
    • Hans-Reinhard Koch (1902 – 1977), German jurist and civil servant, head of the department for administrative affairs of the Reichskommissariat Norwegen
