English: This driver did will fully attempt to pass at ½ MPH greater than me and held up 20+ cars. He is Mr HB Phillips of Memphis Tennessee. The vehicle id is HBP349. Is is a us mail contractor. He was slowing on the uphill but would be far behind and then do 70 MPH on the downhill in Illinoi.
