Subject is shown wearing the ceremonial clothing of the House of Lords. Subject joined House of Lords in 1780. Painter died in 1788. Both are verified. Therefore, there are resonable grounds to believe that the painting was painted between 1780 and 1788 (which does not make the "before 1795" note wrong).
