Where is this photo taken?

My impression is that this photo was taken in North Korea ("Category:Events in Pyongyang"), at the occasion of the 80th birthday of its leader Kim Il-Sun, and that all the other people on this photo (leaders of other countries) were his guests. But someone is still changing the categories of North Korea as if this is not in North Korea, but in Rwanda or somewhere else. Why in your opinion are these categories not correct: Category:International relations of North Korea, Category:International relations of Rwanda, Category:April 1992 in Asia, Category:1992 in international relations, Category:North Korea in the 1990s and Category:Political leaders?
