This is unmistakably Ghent. More specific (51.0538809, 3.7208871). The tower in the background is en:Belfry of Ghent and the foreground is en:Saint Nicholas' Church, Ghent. If you check on a satellite map, you will see that the defunct tramway rails stop in front of a bridge.
