The Flickr page lists the files as being CC BY-NC-ND. But this means that they are works of the Department for Culture, Media and Sport, and thus Crown Copyright, and thus Open Government License. The reasoning is exactly the same as established in Commons:Deletion requests/File:Olympic mascots.jpg. If you read that DR, you'll note that my reasoning was vindicated by an OTRS ticket with an email from a DCMS lawyer. —Tom Morris (talk) 23:58, 30 July 2012 (UTC)
