Is this image really free?

I am stunned by the quality of this image and it is not up to par with the uploader’s other work. Some websites, e.g. http://www.aviacao.org/aeronaves/cessna-510-citation-mustang/3/ , show other versions of this same image and credit it to the Cessna Corp.
