This is not the "SEAL" of NY State, but the "COAT OF ARMS" which has simply been copied out of the NY State Flag design, which is in public domain, no?

Perceived error on administrative behalf

Hi,

On June 27, 2020 I uploaded a dramatic update to the Coat of arms of New York State because of recent changes added to it after the state budget was adopted for 2021. I provided citations as a basis for the new file version, yet the administration here has reverted the edits using some policy in standing, without entailing to me which specific portion of that policy was violated. I am very confused and a little irked, and would love to read an answer explaining why these actions were taken. Thank you. - TheLionHasSeen (talk) 01:16, 26 August 2020 (UTC)
