Evidence: This Soviet flag wasn't used as a flag, but more-less for propaganda and music uses. The branches were made to represent the hard labor of Soviet workers, explained by their motto, "Worker of the World, Unite!", as well as being backed by the fact that during (primarily) Stalin's reign, propaganda was utilized excessively.
