Hi @AQ: , I am not sure whether Libya is in the "Kurzstrecke" or "Mittelstrecke" category.
According to bundesfinanzministerium.de, the first category includes Morocco, Tunisia, Algeria, but does not mention Libya. I think I may upload a new version of the file with Libya in red. Sadly, the PDF used as source of the file is now a dead link.
