- The inclusion criteria are right in the description:
Included are the UN members/observers that are either geographically partially or entirely located in Europe (which all but Armenia and, arguably, Cyprus are) or a member of the Council of Europe (which all but Belarus, Kazakhstan and the Vatican are).
