Wrong licence and categories

1. This image is from NASA and the licence should be {{PD-USGov-NASA}}
2. The categories on this image should ONLY be :
   • Category:Atmospheric rivers
   • Category:Satellite pictures of mid-latitude storms

All the others are unrelated and/or too vague.

I agree that categories should be changed. Category:Weather and climate of the Pacific Ocean might be appropriate, too. I uploaded this image for both the article and the news item on the National Climate Assessment. I have just learned that the copyright license is incorrect. I am attempting to change it to that identified by Pierre cb. However, I am not an administrator and this action requires someone with that status.
