This should be male Osmia cornuta, rather than Osmia bicolor. The light facial hair suggests it's a male. Since male O.bicolor have much lighter hair on thorax and abdomen - it's not this species. Also, the antennae of this specimen are longer than both male and female O.bicolor. The orange tip of the abdomen excludes the similar O.bicornis.
