Licensing

I don't believe the licensing information on this file is correct. If the description is correct, then the copyright in this image (an unoriginal "slavish reproduction" of a highway sign) belongs to the Commonwealth of Pennsylvania, and the uploader probably does not have the right to disclaim copyright on the state's behalf. What makes this sign interesting is its originality, so unless Pennsylvania copied it whole from a work of the U.S. government it seems likely to be in copyright. 121a0012 (talk) 06:24, 10 September 2009 (UTC)Reply

Just to clarify: the graphics themsleves are probably PD-USGov. But the entire sign is probably the work of either the state DOT or a contractor, and it seems to me to be at least on the borderline of the creative expression required for original copyright. The person who uploaded the photo clearly does not have any independent copyright interest under the "slavish reproduction" doctrine. 121a0012 (talk) 03:12, 10 June 2011 (UTC)Reply
Agree, it's a work of the State, not of the Federal Government. Copyright for the sign, the Hazmat symbols would be PD though as Federal. Should be removed...
