Copyright status query

Should this be covered by copyright laws in Singapore, being created there? The article, en:Put Down Your Whip (painting), has no other details beside that, such as where it was first and subsequently shown, until it was offered to a museum in Singapore. There seems to be nothing to relate it to China except the painter was Chinese.--JohnBlackburne (talk) 01:47, 6 November 2013 (UTC)
