Hi Roland. It turns out that the kremlin.ru description of this image is a bit off. I've added this to the description and moved the page back. In regard to the speedy tag, the fact that this gentleman is walking and talking with Vladimir Putin would seem to indicate some notability, so I don't think it should be deleted just yet.
