Irkutskaya Oblast did not switch to the summer time in 2011, so it effectively shifted from the same time zone as Buryatia (GMT+9) to the same time zone as Krasnoyarsk (GMT+8). From now on Buryatia is the only Russian region to live in the GMT+9 time zone. I have shown this change in my vector version of the map: File:World Time Zones 2011.svg

I have made an unpdated SVG file to confirm the changes in PNG files of the world time zones, but there still are some unclear issues I am not sure how to dea with (like many insular changes and some weird TZ border shifts in Canada). I suggest to resolve them and from now on to use the SVG as basic one for keeping track of the TZ changes. After all it's much better to change a vector file than constantly retouching a PNG picture.
