Creates footing lines for a CRT section transclusion list
Usage

Renders
- A collapsed box with an explanatory message like "Some citation text may not have been transcluded". The box contains {{Reflist}}
- Category:Copyright rules by territory transclusion lists
Purpose: A section in a COM:CRT/Country page (e.g. COM:CRT/Ruritania#Stamps) may include one or more references with format <ref name=Abc/>, where the reference detail is given in some other section. When the section is "transcluded" into a list such as Commons:Stamps/Americas, the reference detail will not be transcluded. This will show as a Cite error in the {{Reflist}} at the foot of the page. The collapsed box and message inform the user that this is an expected situation.
