Generates an horizontal navigation box for categories of "People of (the) (Country) in the (related decades)" for the specifed year and country name.
The template automatically sets the following categories: See the example on the template page itself which shows a working example, except that the generated autocategorization is visible as plain text at the bottom, and does not apply to the template page itself).
