This is a study of dispositions as of the date of study of uploads by Shustov, ShustovVal, and Vshustov, all declared accounts of Dr. Valentin Shustov.

Some history: This user is, at this point, almost 80 years old. It is not uncommon that such users do not understand wiki process and policy, and may become uncivil when challenged with what seems to them unreasonable. I came across Dr. Shustov due to his work on en.wikiversity, which was welcome there. However, he edited his Shustov user page using ShustovVal, which we ordinarily will not allow, so I questioned him, and also researched his cross-wiki history and discovered the difficulties he'd encountered. As he had become uncivil in places, I began communicating with him directly, and advised him as to his behavior. Because he knew that my goal was to help him, he accepted advice, and disruption stopped.

I am at this point quite concerned about Dr. Shustov, he became incommunicative, suddenly, last email was March 24, 2015, and he asked about global activity. What he was doing was acceptable, and I told him so. No response. However, looking today, I see that he edited ukwiki twice, the last on 3 April, only four days ago, so I'm less worried.

Deletions are not directly logged by user, to my knowledge. Shustov was notified of the following deletions or deletion requests. Shustov often argued deletion requests on his talk page, clearly not understanding Commons deletion process.

The file was deleted by Oxam Hartog.[1] It is a screen capture from near 1:14 in http://www.youtube.com/user/zairox#p/u/7/w9ygYqj4rVM. It is attributed to zairox at the website you cite. You have provided no evidence that it is a "US government supported research video".[2] Even if it were, that would not suffice. Only if it were the work of a US government employee as part of his/her duties would the result be {{PD-USGov}}. In no case does capturing an image or cropping it make it your work. Only if the resulting work contains a trivial amount of the copyrighted work may it be allowable (please see en:De minimis). Hence, the license you chose, {{self|cc-by-sa-3.0|GFDL}}, is not correct. You may find Commons:Village_pump_archive-28#Common_Misconception helpful, also.
Most of the pictures and video that you find on the Web is not allowable on Commons. Please review COM:CB, and if you are not sure that a file is allowable, please ask at COM:VP before uploading it. This particular image was of such poor quality that it was arguably not useful, i.e., out of COM:SCOPE.

Read Commons:Image casebook#Internet images - unless there is a clear statement indicating the material is copyright-free, we must assume it is copyrighted. Tabercil 04:49, 23 April 2010 (UTC)

The file is not a subject of copyright violation because it is a snapshot from the video demo of the US government sponsored organization NEES (see also ) which is in the public domain in the United States. Nevertheless, under the Federal Acquisition Regulations (FAR), general data rights clause (FAR 52.227-14), the government has unlimited rights in all data first produced in performance of or delivered under a contract, unless the contractor asserts a claim to copyright or the contract provides otherwise. Hallo Shustov, thanks for uploading File:Bldg 1ssss.gif. I guess it is drawn by you, isn't it? At the home page you cite as source there is a higher resolution version - can you upload it here as a new file version (the link is near the bottom of the file page). Damn, sorry for the word, I really did not want you to replace the file links since that was totally unnecessary. We could have simply uploaded the bigger version as a new file version under the name File:Bldg 1ssss.gif. Hmm... So, sorry for the work you had now, this really wasn't intended by my question.
I have replaced (they were in simple:Template:Earthquake engineering) the remaining uses (software takes some time to refresh) now, added some info from the old file page to the new one and deleted the small duplicate. Cheers --Saibo 02:24, 4 December 2011 (UTC)

No way! There is a device invented about a century ago. Its name is "self-timer". According to Wikipedia, "A self-timer is a device on a camera that gives a delay between pressing the shutter release and the shutter's firing. It is most commonly used to let photographers to take a photo of themselves".

It was tagged because the uploader is ShustovVal and the author is Shustov. Since the two do not match, it is assumed that "own work" is not correct and therefore the permission is wrong. I think it is time that we put a stop to your using three accounts more or less indiscriminately against Commons policy. Jameslwoodward 11:06, 8 February 2015 (UTC)
Shustov, so ShustovVal was blocked, and probably autoblock caused Shustov to be temporarily blocked. An admin can fix this, but you were so busy complaining about so many things that it did not get done.
You have not said what the problem was originally with the account "Shustov," but my guess is that you had it set up with an old email, you lost your password, so you created new account(s) to handle this. Why you created two, I can't guess. You were able to recover because you were able eventually, to access your old email. Or maybe you found the password.
What has caused you so much trouble is that you have not yet understood how the wikis work. You have ideas about how it should be and then complain when it is not that way. It's easy to understand, you are from a different generation than most around here. As am I, by the way.
As an example of what you have done, I see you responding to deletion requests for "copyright violation" as if the nominator must prove the violation. You have it backwards. If violation is suspected, it is freedom from violation that must be shown to the satisfaction of the community. So when you just respond with "Prove it!" you get nowhere. Then, from some years of history of this, you now have a set of users who expect you to be putting up copyright violations. You can recover, if you start immediately. Apologize if appropriate. And be very careful. Your history of deletions can look really bad. Users are blocked for repeatedly uploading material that is deleted. It's complicated, but one step at a time. Slow down. Be careful, and Be Nice.
Deleted files can be undeleted, but you will need to know how to get that done. Argument of the "you are wrong" or "they are wrong" style doesn't work.
Be careful about uploading again something that is deleted. It can be done, possibly in this case, because otherwise there is the discrepancy pointed out by James. Ask the deleting administrator first! If you don't get a satisfactory answer do not argue. Ask for help. I am not a Commons expert, but do know my way around a wiki, and people will help you unless you create an appearance of being uncivil and only here to promote some outside agenda, etc. There is usually a way to do what you want to do, if you ask and get support. You could, in theory, do it without help, but it all gets easier if you work with the community instead of struggling with it. Abd 21:24, 20 February 2015 (UTC)

My understanding is that if a file is in use, it's in scope. See Commons:Project_scope#in_use, it's explicit. (There are exceptions, I do not think they apply here.)

By the way, there were legitimate issues raised in some of the Shustov deletion discussions, but also irrelevancies and errors, and those confused him. He's a professor (or was). So? He has uploaded exercise photos and family photos, as well as earthquake study photos an images, his field of expertise as an academic. So? And he ran square into what it turns out is a long-term dispute on Commons, unresolved, bystander selfies, which I'm researching. Legal opinion, apparently, is not that the "author" of a photograph is necessarily the one who presses the button. But there are some Commons administrators who firmly think so, and others who disagree. So maybe this should be resolved, so no more users get caught in the crossfire. --Abd 20:48, 13 March 2015 (UTC)
