This is the text of a message I sent to droit.auteur@mrci.gouv.qc.ca regarding the copyright/trademark status of the images located at Category:Road signs in Québec:
Greetings,
I am an editor for Wikipedia, the online encyclopedia.
Recently, another editor uploaded 217 images of Québec autoroutes. You may view the entire collection of these images at:
http://commons.wikimedia.org/wiki/Category:Road_signs_in_Qu%C3%A9bec
The uploader has (in my opinion improperly) claimed that he is the creator of the images and therefore has rights to release the images into the public domain. I have raised the issue of the copyright/trademark status of these images with a number of other editors, and have at this time requested their deletion from our Commons repository because they are not available under a free license. I would like to confirm that these images are in fact copyrighted and/or trademark by Transport Québec. I have read your statement regarding this general issue at http://www.mtq.gouv.qc.ca/en/accueil/propriete.asp and find I am still not clear on whether this signage is in fact available under a free license, i.e. that anyone may use it for any purpose.
Would you please clarify for us the copyright and/or trademark status of these images? Note that we do not accept images that are used by permission-only-use for a particular purpose, but do accept images that can be used by anyone for any purpose. Please see http://commons.wikimedia.org/wiki/Commons:Licensing#Acceptable_licenses for more information on this point.

Good morning, for answer to your recent request about the uses of the images of Transports Québec, you can read below the answers to your questions and you have the contact for any questions about the author’ rights for the government of Québec.
The use of the images may obtain permission for anyone. Contact droit.auteur@cspq.gouv.qc.ca. For any questions about the use of images of Transports Québec contact also droit.auteur@cspq.gouv.qc.ca.
