Hi, I think en:File:University of Oregon seal.svg that's uploaded only locally to Wikipedia could be in the public domain. There are sources that say that the seal has existed since 1878 https://communications.uoregon.edu/uo-brand/marks-logos/university-marks and other public domain sources [1], [2], [3], [4], [5], and others that show the seal in a slightly different form than the version of it on Wikipedia (the font is different). Hi there! This image you uploaded appears to be the work of a Billie Hoff. I can't find any evidence that she worked for the Department of the Interior nor that she created the flag for the DOI.
