@Hedwig in Washington: I would support an unblock. The above seems to be a sincere, if flawed, attempt to convey that Thiagoddiias has looked into the issue of appropriate licensing. I'm not sure a thorough grilling in the face of language issues will be fruitful; if Thiagoddiias resumes problematic uploads, he is easily blocked again. For the time being, escalation from a 3-day block to indefinite is on the strong side, and might be better as time served. FWIW, he seems to be contributing positively to sister projects.
